On March 16, experts from the China National Institute of Standardization, Ma Xiaolei and Hu Liangbing, conducted a survey of the national rural comprehensive reform standardization pilot work in Haian. They conducted an on-site inspection of the rural human settlement environment improvement standardization pilot project undertaken by the Haian Municipal People's Government and China Tianying (CNTY), including the waste collection point in Zhouwu Village, the Tianying household waste incineration power plant, and the Ruyi Zidu residential area waste classification project.

Hua Haiyan, the Vice President of CNTY, introduced the achievements of Haian in rural human settlement environment improvement in recent years, as well as the results of CNTY's deep involvement in urban and rural environmental governance work over the years. The research team highly praised and recognized the work of Haian in creating a national rural reform standardization pilot, stating that Haian's government and CNTY have a complete standard system for promoting rural human settlement environment improvement, achieving significant work results that have had a nationwide impact. They suggested that Haian should focus on implementing the rural revitalization strategy, using standardized thinking and methods to promote the comprehensive rural reform process, and standardize and improve the level of digital rural construction. The China National Institute of Standardization will fully leverage its own strength to provide technical support for the project's implementation and contribute to promoting rural revitalization.

In 2021, the Haian Municipal Party Committee and Municipal Government issued the "Haian Town and Village Human Settlement Environment Improvement Five-Year Action Plan (2021-2025)," which made the construction of the rural human settlement environment standard system an important part of the five-year plan. Currently, Haian has formed departmental standards, such as rural garbage classification, village environment comprehensive improvement, livestock and poultry manure treatment, rural revitalization demonstration village construction, beautiful rural road construction, and pesticide packaging waste closed-loop recycling and disposal.

At the end of 2022, the National Standardization Management Committee issued a notice on the issuance of pilot demonstration projects for standardization in the fields of agriculture, rural areas, and new urbanization. The Haian rural human settlement environment improvement project, which is CNTY's Haian Yinghuan High-tech Zone project, was successfully selected as the fifth batch of national rural comprehensive reform standardization pilots. The pilot work will focus on the rural toilet revolution, rural domestic sewage treatment, rural household waste treatment, village appearance improvement, and agricultural waste treatment, exploring a new model of standardization supporting human settlement environment improvement and paving the way for a unique and valuable human settlement environment standardization development path.
